Was thinking the same. Maybe he's here to shut down the school, because of "three letters from the king" which were mentioned at the beginning of chapter III. But Mardoff complained about the magi in that comic, followed by "nevertheless, you don't ignore letters from the king", nevertheless meaning "on the other hand", so maybe the letters are in favor of the school.
