If you had read Trudi Canavan's The Black Magician series you would know to never underestimate the students or you will suffer.I was under the impression that Channeling/Casting were simply the things that mages were most proficient in, and when they reached a certain level within the school they could choose to pursue either only their natural talent or have a go at 'dual-classing' it. You should note that all the council members are binders. From what I understand, students are enrolled in either the casting OR channelling program at the Institute. After they complete their studies, they then get the option to study the other aspect of magic in order to become a binder.
